Carta del Centro R.F. Kennedy al Consejo de Seguridad de la ONU para que se supervisen los derechos humanos en el Sahara Occidental

Dear Ambassador,

The Robert F. Kennedy Center for Justice and Human Rights (RFK Center) urges you to add a human rights monitoring mechanism to the United Nations Mission for the Referendum in Western Sahara (MINURSO) mandate when you vote to renew MINURSO's mandate. Unfortunately, the MINURSO reauthorization draft does not include a human rights monitoring mechanism. In the days before the vote, we urge the Security Council to amend the reauthorization resolution to include such a mechanism. Including a human rights monitoring mechanism is the best way to ensure that the rights of the Sahrawi people are protected while the parties continue to look for a political resolution to the dispute.

MINURSO is the only modern peacekeeping mission without a human rights monitoring and reporting mandate. To fill this void, the RFK Center and Sahrawi civil society organizations operating in the region monitor the human rights situation in Western Sahara and the refugee camps in Tindouf, Algeria. We have reported numerous human rights violations since MINURSO was reauthorized last year without such a mandate. The RFK Center sent an international delegation to Western Sahara in August 2012 and heard testimony directly from victims recounting instances of summary executions, torture, and crackdowns on demonstrations designed to prevent free assembly and free expression. Those on the ground now report that the trend has only gotten worse since MINURSO was reauthorized last year without a human rights monitoring mechanism. You will find our most recent report enclosed, which covers the last several months and identifies numerous instances of arbitrary arrest, restrictions of peaceful demonstrations, and physical and verbal abuse by the security forces.

A human rights monitoring mandate that covers both the occupied territory and the refugee camps in Tindouf, Algeria, will ensure that the individual human rights of the Sahrawi people are protected while the parties negotiate a political solution to the conflict. If there is not enough support for a human rights mandate within MINURSO, it is imperative that the reauthorizing resolution contain language reflecting the increasing concern of the international community regarding violations in Western Sahara, and provide for a mechanism to monitor and report on human rights on a continual basis.

Reino Unido debería presionar a la ONU para que se supervisen los derechos humanos en el Sahara Occidental

Carta publicada por el diario inglés The Guardian el jueves 17 de abril de 2014, dirigida por algunas ONGs británicas e internacionales al Gobierno del Reino Unido para que presione a favor de que se establezca una supervisión de los derechos humanos en el Sahara Occidental por parte de la ONU.

The UK should press for UN monitoring of human rights in Western Sahara

The United Nations secretary general's 2014 report on Western Sahara calls for "sustained, independent and impartial monitoring of human rights" in the region. But despite reports of torture and violence systematically used by Morocco to repress the Saharawi poeple, the UK, US, and France remain reluctant to allow this (Rights fears as Moroccan editor faces trial, 28 October 2013). This week the drafting of a UN resolution on Western Sahara begins and there will be an opportunity to mandate the UN peacekeeping mission there actively to monitor human rights violations. Monitoring is vital because it will act as a strong deterrent.

It is time for the UK to put its commitment to human rights into practice and press for monitoring in the UN security council, instead of bowing to Moroccan pressure and staying silent.

عدد من الجمعيات البريطانية والدولية تنشر رسالة في جريدة الغارديان الشهيرة مطالبة الحكومة البريطانية بالضغط على الأمم المتحدة لمراقبة حقوق الإنسان في الصحراء الغربية
نشرت أمس الخميس عدد من الجمعيات البريطانية والدولية المتضامنة مع الشعب الصحراوي والناشطة في مجال حقوق الإنسان رسالة مقتضبة على موقع صحيفة الغارديان البريطانية الشهيرة تطالب فيها الحكومة البريطانية للضغط على الأمم المتحدة لمراقبة حقوق الإنسان في الصحراء الغربية.
وقد وقع الرسالة ممثلون عن كل من منتدى العمل من أجل الصحراء الغربية وجمعية حملة الصحراء الغربية وجمعية وار أون وانت ومرصد الموارد الطبيعية للصحراء الغربية.
واعتبرت الجمعيات في رسالتها أن "التقرير الأخير للأمين العام للأمم المتحدة بشأن الصحراء الغربية دعى إلى مراقبة دائمة ومستقلة ونزيهة لحقوق الإنسان في الإقليم" ولكن تواصل الجمعيات في رسالتها "ورغم التقارير الواردة حول استخدام المغرب التعذيب والعنف بشكل ممنهج لقمع الصحراويين إلا أن المملكة المتحدة البريطانية والولايات المتحدة الأمريكية وفرنسا لايزالوا مترددين في السماح بذلك (مراقبة حقوق الإنسان)" تقول الرسالة.
واعتبرت الرسالة أن هذا الأسبوع الذي سيشهد صياغة قرار أممي بشأن الصحراء الغربية "يشكل فرصة لتكليف بعثة الأمم المتحدة لحفظ السلام في الإقليم بمراقبة فعالة لإنتهاكات حقوق الإنسان" مضيفة أن "المراقبة أمر أساسي وبالغ الأهمية لأنه سيكون بمثابة رادع قوي" في وجه الإنتهاكات المغربية المستمرة لحقوق الإنسان.
ووجه الموقعون رسالة خاصة إلى بريطانيا بأن "الوقت قد حان لوضع إلتزامها بحقوق الإنسان موضع التطبيق والممارسة العملية من خلال الضغط في مجلس الأمن لمراقبة حقوق الإنسان، بدلا من الخضوع للضغوط المغربية والبقاء صامتة" في إشارة قوية إلى أن المجتمع الدولي عليه تحمل مسؤولياته تجاه الشعب الصحراوي من خلال تطبيق الشرعية الدولية وعدم الخضوع للإبتزاز والضغوط.
وقد وقع الرسالة كل من السيد أندرو نواكس عن منتدى العمل من أجل الصحراء الغربية الذي كان قد أطلق حملة دولية واسعة لتوسيع صلاحيات المينورسو ونشر تقريرين الأول عن إنتهاكات حقوق الإنسان المرتكبة منذ أبريل 2013، والثاني عن نهب الثروات الطبيعية للصحراء الغربية. والسيد جون غوور عن جمعية حملة الصحراء الغربية والتي قامت بدورها في وقت سابق من هذا الشهر بحملة رسائل للضغط على مجلس الأمن وبحملة أخرى على تويتر للضغط على السفير الفرنسي لدى الأمم المتحدة كما قدمت تقرير تطالب فيه بإنشاء آلية ضمن بعثة المينورسو لوقف نهب الثروات الطبيعية للصحراء الغربية بإعتباره عامل من عوامل إطالة عمر الصراع.
بالإضافة إلى السيد جون هيلاري المدير التنفيذي لجمعية وار أون وانت والذي زار المناطق المحتلة في شهر فبراير الماضي ضمن لجنة تقصي الحقائق عن البرلمان البريطاني التي أعدت تقرير عن انتهاكات حقوق الإنسان في المناطق المحتلة تحت عنوان "حياة تحت الإحتلال"، وكان قد نشر عدد من المقالات في صحيفة الغارديان يفضح فيها الممارسات القمعية المغربية ضد نشطاء حقوق الإنسان الصحراويين في المناطق المحتلة.والسيدة جوانا آلان عن مرصد الموارد الطبيعية للصحراء الغربية الذي يعنى بمراقبة نهب الثروات الطبيعية الصحراوية من قبل الإحتلال المغربي.
نص الرسالة:
دعى تقرير الأمين العام للأمم المتحدة لسنة 2014 بشأن الصحراء الغربية إلى مراقبة دائمة ومستقلة ونزيهة لحقوق الإنسان في الإقليم. ولكن المملكة المتحدة البريطانية والولايات المتحدة الأمريكية وفرنسا لا يزالوا مترددين في السماح بذل، على الرغم من التقارير الواردة حول استخدام المغرب للتعذيب والعنف بشكل ممنهج لقمع الصحراويين (مخاوف حقوقية بشأن محاكمة محرر صحفي مغربي 28 أكتوبر 2013). ويشرع هذا الأسبوع في صياغة قرار أممي بشأن الصحراء الغربية مما سيتيح الفرصة لتكليف بعثة الأمم المتحدة هناك بفعالية بمراقبة انتهاكات حقوق الإنسان وتعتبر المراقبة أمر بالغ الأهمية لأنها ستكون بمثابة رادع قوي.
